Hogcuffing is a pretty efficient way to store inmates. It’s probably not legal, but many efficient things aren’t legal. Hogcuffed inmates are compact, take up less space, and they are helpless and non-violent. We would argue that all female inmates should be hogcuffed all of the time, when they are not doing any chores. It is also a great way to transport inmates in the back of a van, with less chance of escape. We demonstrate this here, by leaving a key for Izzy and Sam, they still can’t escape!
