Why health care has long waiting lists

Nurse Tindra Frost was handcuffed by one of her patients. He didn’t want to get examined by her. Tindra is calmly trying to explain that she was only trying to look after him. Maybe she can convince him to let her out? This is going to take a while, and she is really stuck in these Alcyon handcuffs, with very limited mobility.
