Poor Cleo is very confused and scared! She is going into the cell, in full high security restraints! Waist chain, blue box, handcuffs, connector chain, ankle cuffs…. Cleo is very intimidated by all these chains. Is this really necessary? Yes it is. We can not take any risk with first time prisoners, so she will have to stay shackled and cuffed like this for a while.
