Scarlett Hope is a high risk prisoner. She was caught hiding a key in her previous holding cell. Now she is locked in steel mitts that are padlocked together, in addition to her waist chain and ankle cuffs. Even if she finds another key, she won’t be able to do anything with it. It’s a frustrating and very high security configuration, but it is really necessary for inmates like Scarlett. It’s her own fault, she will hopefully learn from this!
